POLICY 1 - - CREATION OF STATE CHALLENGE MASTER POSITIONS

There is a need for a challenge master at the state level to coordinate and manage judging functions for every challenge presented by the CA OM program, for the instant challenges, the score room, and the primary teams.

The CA OM Board of Directors may determine at any meeting that there is no longer a need for a particular challenge master position and they may eliminate it, effective at the next summer planning meeting.

POLICY 2 - - ELECTION AND TERM OF OFFICE

The person who fills each challenge master position is elected by a majority of the CA OM Board of Directors. Any member of the board may nominate them. Two or more persons, acting together may hold any challenge master position.

All challenge masters are elected for a one-year term of office, running from the time of election until the next summer planning meeting. Challenge masters may run for reelection.

If any challenge master position is eliminated by the CA OM Board of Directors, the person who currently holds the position eliminated will continue to serve as a challenge master until the next summer planning meeting or their resignation, whichever comes first.

POLICY 3 - - GENERAL DUTIES OF STATE CHALLENGE MASTERS

The state challenge masters shall be the managers for their designated challenge or area of responsibility.

All state challenge masters shall:

(a) Be knowledgeable in the rules, clarifications, and judging techniques associated with their designated challenge or area of responsibility.
(b) Be the ultimate authority at any tournament in their designated challenge or area of responsibility.
(c) Prepare training materials and conduct state sponsored training for regional challenge masters.
(d) Assure that records for regional challenge masters and their training status are maintained.
(e) Communicate with regional directors and regional challenge masters to assure they have the information needed for conducting a successful regional competition.
(f) Recruit judges and other trained personnel for the state tournament.
(g) Manage the state tournament challenge or area of responsibility site.
(h) Provide feedback to regional directors about specific judges who need to be retrained or reassigned.
(i) Designate one of the state challenge masters to represent the group to the CA OM Board of Directors.
(j) Perform all other duties, to further the Mission, Objectives and Purpose of CA OM, as may be assigned by the Board.

POLICY 4 - - RIGHTS AND RESPONSIBILITIES OF STATE CHALLENGE MASTERS

The state challenge masters have the right to:
(a) Receive notice of regional judge training schedules from regional directors.
(b) Participate in any regional judge training session or tournament.
(c) Exercise veto rights for regional PCs
(d) Be provided 2 judges per region per challenge (minimum) for the state tournament as required by the CA OM Board of Directors.
(e) Control the choice of instant challenges used at regional and state tournaments.
(f) Recruit and use experienced judges from other problem solving programs with appropriate training

POLICY 5 - - REIMBURSEMENT OF STATE CHALLENGE MASTER EXPENSES

The state challenge masters will be reimbursed for actual expenses incurred as part of their training, judging, and administrative duties up to a limit authorized by the CA OM Board of Directors.

To be reimbursed, the challenge master will:

(a) Use summary forms provided by or approved by the CA OM Treasurer.
(b) Attach original receipts with reimbursable items clearly marked
(c) Submit forms in a timely manner, but no less than quarterly
(d) Should a challenge master choose to donate a portion of their expenses to CA OM, they should go through the same process as that used for reimbursement, but send copies rather than original receipts. The CA OM Treasurer will acknowledge the contribution with a letter that may be used for substantiating the donation for tax purposes.
